Hence me wondering if it's the background image not being stretched full screen? If it stretches a 1280x768 image to full screen you'd think it would do the same to a 1920x1080 image. It doesn't make a lot of sense that a TV display of 1920x1080 (I presume that is what it is when you say Full HD?) would display a 1920x1080 image shrunk down. So I get a thick border round the image but the entire screen space is available for program windows. When I plug my laptop into my telly via HDMI the desktop fills the entire screen but the background image isn't stretched to fill it as it is on the laptop screen itself. What I'm not sure about is whether you mean there is a border round any desktop background image and you can move program windows around the entire screen or whether the desktop itself is surrounded by the border and you cannot move program windows into the border area.
